For a training company or EdTech vendor, that trust is the thing to build on, not compete with. The smart plays partner with SENA's ecosystem rather than trying to out-market a free national institution with your paid course.
Where SENA runs out of road is specialisation and speed. A tecnólogo program runs on an academic calendar. Enterprise AI hiring runs on a quarterly one. When a Medellín fintech needs six MLOps engineers by Q3, a two-year public program doesn't solve that quarter's problem. This is the wedge for private providers, and it's a real one.
The private response: Microsoft, Google, and the scholarship wave
Private capital has noticed. Microsoft committed through its AI Laboratory work to train 1,200 AI specialists in Colombia within three years, a deliberately specialist number rather than a mass-literacy one.
